well, first of all, make sure that you praise him when he goes potty outside, and scold him right away when you catch him going potty inside. then take him right back outside again.
also, when you clean up his pee/poo inside the house, make sure you use bleach or an enzymatic cleaner so that he won’t be able to smell where he previously went potty.
he’s not pottying in his crate because that’s probably where he sleeps, and dogs never potty where they sleep b/c they want to keep it clean. References :
pretty much any age of dog responds to the food treatment. which is when they do something good they get a treat and when they do something bad they get scolded.
also, this may sound harsh, but when he poops or pees in the house take him and hold his head near it and tell him no very loudly. also give him treats when he does his Business outside. it may take a few weeks to train him but this will work. i have two large dogs and i trained them both when i got them and they were 7 or 8. hope this helps!

Since the fact that your dog has been outside for awhile (yes, I also believe that dogs shouldn’t be left out in chains ;_;), he’s (I’m just using this for ex) used to go bathroom outside. It’s kind of hard to convert back into indoor potty actually, so if you wanna take effort, then do it. References :
