    How to deal with barking?
My neighbours have two small dogs in small cages outside their back door. They are kept there virtually 24 hours a day.
I work a lot in my garden and behind my house on DIY things and as soon as the dogs see or hear me they start this incessant high pitched barking. It’s a lovely big garden but this spoils it.
    It is driving me insane.
I feel sorry for the dogs obviously but the noise would drive anyone with any intelligence to heinous acts.
I tried speaking to one of their elder daughters ( 24 or so?) about it nicely but she stormed off refusing to acknowledge there was a problem saying it was because the dogs didnt know me and that was why they were barking.
It happens mainly only during daylight hours (7am- 7pm).

There is no RSPCA (animal welfare) in this country to report them to and she (the daughter) ignored my request to move the cage to the other side of the house.

What can you suggest to alleviate this sensitve problem?
Bear in mind I don’t want to upset my neighbours

I’m considering this for our neighbor’s dog who barks all the time, too.

Talk to the people who own the house, I am sure if you are polite to them about it then they should understand. If not then you can inquire with your police department since you don’t have an animal welfare department in your county. The daughter is stank and you need to deal with the homeowners, you have every right to enjoy your backyard and the dogs need to be out and about not caged up and made more neurotic than little dogs already are (argh).

There are evidently a few problems there – that major one being is that the dogs shouldnt be kept in a cage 24/7. That is cruel and here its illegal. They are barking because they are bored in those cages all day.
Even though there is no RSPCA in your country, im sure there is an animal welfare group somewhere you can contact. You just need to research around on the internet abit. You could also try e-mailing the RSPCA in another country and they will be able to direct you to an animal welfare group that is in your area.
They might also be able to give you some advise.
    Goodluck!

You’ve already upset your neighbors so don’t concern yourself over that.
You need to check the laws in your area and find out if there are any concerning" nuisance "noises such as barking dogs.
Nuisance laws cover anything at any time that constantly annoy you and destroy the peace you should have in your home or on your property.

If you can’t seem to get through to your neighbors about this issue, then I would contact your local law enforcement and hope that they are able to address nuisance barking.

Those poor dogs are obviously neglected and not properly cared for. So sad that there is nothing to do for them in your country. Steal them and find them a real home… whoops, did I just type that?!
